Sentech is seeking business in support of U.S. Department of Defense (DOD) and U.S. Department of Homeland Security (DHS) missions that require improved energy efficiency and the use of renewable energy. The Sentech Team possesses unique capabilities that can be used to support NAVFAC and Military Base Commanders in various ways as they comply with Executive Order 13423.

The Office of the Secretary of Defense’s DOD Renewable Energy Assessment Final Report was submitted to Congress on 14 March 2005 and outlined short- and long-term strategies aimed at increasing DOD’s use of renewable energy. The study found that, where economical, DOD should pursue on-installation production of renewable energy because it provides energy savings, reduces our dependence on foreign energy, and saves money while increasing energy security.

DOD is the largest single consumer of energy in the United States.  As energy is a key enabler of U.S. military combat power, Sentech can assist DOD agencies and commands with the development and implementation of energy strategies that seek to improve combat capability, protect the environment, be fiscally responsible to the American tax payer, decrease U.S. dependence on foreign oil, ensure access to critical energy requirements, and promote research for future energy security.  Furthermore, Sentech can assist DOD decision makers as they develop policy and implement innovative solutions that reduce demand, and increase/diversify energy resources. 

Clean Energy Supply

The Sentech Clean Energy Supply Team maintains expertise in all types of renewable energy technologies, including biofuels (such as biodiesel and ethanol), biomass, wind solar, geothermal, hydropower, and ocean energy systems.  Our team is ready to provide recommendations and analysis, (to include site-specific studies) on clean energy system application solutions.  We can apply 20+ years of expertise in renewable energy to provide customized solutions that include feasibility studies, cost-benefit analysis (environmental and economics) system installation and operations recommendations.

Potential Tasking:

  • Act as a non-partial support to NAVFAC or a Base Commander who is considering the use of an ESCO or other firm to help reduce energy consumption.

  • Conduct on-site renewable energy and energy efficiency assessments at military bases.

  • Make recommendations how to economically purchase renewable energy and encourage the growth of on-site energy development at military bases, to include the review of current and emerging technologies for collecting, storing and transmitting renewable power.

  • Evaluate renewable energy project development opportunites on a military base. Provide analysis and planning for the installation of renewable energy supplies on base to meet the Executive Order 13423 goals.

  • Define the benefits and drawbacks of developing renewable resources to include analysis and reporting on the efficiency, reliability and vulnerability of the installation’s energy systems and regional cost/reliability impacts.

Sustainable Buildings Team

Sentech utilizes a blend of specialists to create and implement workable solutions to today’s energy (and pollution) problems resulting from buildings. Sentech’s Sustainable Buildings Team supports the development and implementation of policy and programs designed to encouraging energy efficiency and reduce pollution. The team consists of building scientists, engineers, architects, analysts, marketing and communication experts, event planners, program administrators, and others.

Potential Tasking:

  • Provide technical training and services to the Base Commanders (and staff) in support of his/her review and acceptance of new construction buildings, specifically in reference to the application of energy efficiency, renewable energy, and LEED building certification. 

  • Reduce residential energy consumption. Provide technical training and services to Base Commanders (and staff) in his/her support of improving the energy efficiency of existing single-family housing.

Advanced Transportation

The Sentech Advanced Transportation Team actively participates in various government/industry technology teams working on advanced fuels cell, hydrogen, powertrains, and energy storage technologies, and is able to advise on their implementation into the non-tactical vehicle fleets. The team can support forward looking base commanders as they prepare for the inclusion of these vehicles into their non-tactical fleet of vehicles.

Potential Tasking: Help NAVFAC/Base Commander properly align the non-tactical fleet of vehicles (and on-base infrastructure) to meet the fueling needs of the future (flex-fuels, fuel cells, H2, PHEV, etc.).

Electricity and Distributed Energy

Sentech’s Electricity and Distributed Energy Team can advise on problems related to infrastructure modernization and the value, recommended placements, and types of distributed energy systems. Our experts will help the Base Commander/staff understand the complex and dynamic electricity infrastructure and then formulate strategies and actions that deliver results consistent with the Base Commander’s energy security objectives. The Team has significant experience evaluating how demand-side management approaches and distributed generation technologies (renewables, microturbines, power turbines, energy storage, energy reliability, microgrids, energy management systems, fuel cells, reciprocating engines, and combined heating and power) can be safely and efficiently integrated into the electrical delivery networks to provide value and energy security. Sentech's power systems experience includes distribution planning, energy storage, power quality and reliability, grid support, peak load management, interconnection, ancillary services, demand response, electricity dispatch, SCADA, communications systems, and energy security. We can also help the command assess the best mechanism(s) to implement and finance projects, such as energy service performance contracts, enhanced use leases, etc.

Potential Tasking:

  • Support NAVFAC/Base Commander development of a sustainable Energy Emergency Plan that can survive the loss of the commercial electrical grid for short or long periods of time.  Integrate Demand Side Management (controlled load reduction) into this plan.

  • Evaluate net metering for grid connected renewable energy projects.

  • Evaluate the efficacy of Energy Savings Performance Contract (ESPC) or Enhanced Use Lease (EUL) options for financing renewable energy or energy efficiency projects.

  • Coordinate with local utilities on PHEV grid interface issues.
